Abstract: Implementation of Double Reduction policy based on scientific research empowerment is an important measure for educational authorities at all levels to implement the Opinions on Further Reducing Students' Homework Burden and Off-campus Training Burden in the Stage of Compulsory Education. Through investigation and statistical analysis of six regional special project of “Double Reduction”, obtain that approval time of these projects is relatively concentrated, uneven distribution of the number of regional projects proposals, mainly researchers within the school system,differences in selection requirements,research topic tends to focus on the burden of homework. The study found that inadequate integration of scientific research capabilities of scientific research empowerment, a trend of involution in the research content, the research value mainly focuses on solving project problems but fails to break the situation, the actual effect is limited by the overall research limitations of the project. Beyond the shortcomings of the double reduction special projects,it is necessary to build a dual reduction special research mechanism that combines organized and self-organized research; formulate dual selection and integration method of reduction research projects based on traceability research; scientifically review project on researching “Double Reduction” based on following the logic of educational theory, historical logic of reducing burden, and practical logic of double reduction.
